The Spanish citizens vote YES.
Spain is the first country to approve the Treaty
establishing a Constitution for Europe via referendum.
According to the official results of the Spanish
Department of Internal Affairs, 42.32% of the Spanish
population participated in the referendum held on
Sunday, February 20th of which 76.73% voted
in favor of the European Constitution.

After the Senate adopted the project concerning
constitutional law on February 17th,
President Jacques Chirac convoked the Congress of the
Parliament in Versailles to submit the project to the
Deputies and Senators on February 28th to
revise the French Constitution, a necessary prerequisite
to ratify the European Constitution. The text, which the
Senate and the Assembly adopted under the same terms,
must obtain a majority of three fifths of votes in
Versailles.

Germany
In Germany, the ratification process began last Friday
with the first reading of the text in Bundesrat. The
German Minister of foreign affairs, Joschka Fischer,
proclaimed that he is in favor of a rapid
ratification.

After a meeting with Joseph Borell at Brussels, the
Prime Minister of Malta, Lawrence Gonzi, declared that
the Parliament will vote on the European Constitution in
July 2005.
